A Bill to amend the Betting and Gaming Levy Act, No. 40 of 1988 was issued on 02 October 2025.
The Bill introduces key rate changes aimed at strengthening revenue collection from Sri Lanka’s betting, gambling, and casino industries.
It will become law only after Parliamentary approval and certification by the Speaker.
What the Bill Says:
The current levy of 15% on gross collections will apply only up to 30 September 2025.
From 01 October 2025 onwards, the levy will increase to 18% for all persons carrying on a business of a bookmaker or gambling operator.
Impact:
The higher rate will increase the tax burden on gaming operators, requiring them to reassess pricing and operational costs to maintain profitability.
What the Bill Says:
The casino entrance levy payable by Sri Lankan citizens will be increased from USD 50 to USD 100.
Impact:
This move is expected to discourage local participation while maintaining the sector’s appeal to foreign tourists, supporting the government’s policy to limit domestic gaming activity.
This is a Bill, not yet law. The provisions will take effect only after it is passed by Parliament and certified by the Speaker.
The Betting and Gaming Levy (Amendment) Bill seeks to enhance fiscal revenue through higher levies on gaming operations and casinos. The increased tax and entrance fee highlight the government’s intention to balance revenue generation with responsible gaming regulation in Sri Lanka.
